WINDSOR POLICE NEWS RELEASE
Focused efforts target open drug use downtown
The Windsor Police Service has responded to more than 1,200 calls involving open drug use this year through focused efforts that combine proactive enforcement with connections to health, housing, and social supports.
Supporting the City of Windsor’s Strengthen the Core initiative, these efforts are a direct response to growing concerns raised by residents, business owners, and visitors about open drug use, public disorder, and other safety issues in the downtown area.
As part of these ongoing efforts, officers proactively address reports of open drug use and related public-safety concerns. Where appropriate, they take enforcement action under applicable legislation while working to connect people experiencing substance-use challenges or crisis with available community supports.
So far in 2026, officers have made 33 arrests related to public drug use under the Controlled Drugs and Substances Act and the Restricting Public Consumption of Illegal Substances Act, 2025. Officers have also seized illegal drugs, including fentanyl, cocaine, and crack cocaine, as well as drug paraphernalia such as pipes and needles.
Additionally, 560 referrals have been made to health, housing, and other community supports. These referrals recognize that many people encountered through this work are vulnerable and may require compassionate, ongoing support beyond an immediate police response.
The Windsor Police Service is also working with partner police services to strengthen responses to these complex social challenges. Members of the Windsor Police City Centre Patrol recently visited the London Police Service to learn more about its open-air substance-use initiative, exchange practical strategies, and discuss training and approaches that can help better support the communities both services serve. Members of the London Police Service will also visit Windsor in the coming weeks to continue the exchange of information and ideas.
“These efforts respond directly to concerns we have heard from the community,” said Windsor Police Chief Jason Crowley. “Our goal is not to criminalize addiction, but to deter open drug use, address public disorder, and disrupt drug trafficking, while ensuring people experiencing substance-use challenges are connected with support services available to them.”
The Windsor Police Service will continue proactive enforcement to address public drug use while supporting longer-term pathways to care. Residents are encouraged to report non-emergency concerns by calling 519-258-6111, and to call 911 when there is an immediate threat to public safety.
