Driver charged with impaired driving after collision  

The Windsor Police Service has arrested a 32-year-old man for impaired driving following a collision in east Windsor.

Shortly after 8 p.m. on September 30, 2026, officers responded to a report of a collision at the intersection of Walker Road and Ducharme Street. Officers learned that one of the vehicles had collided with another vehicle while stopped at a traffic light.

At the scene, officers found the driver unresponsive behind the wheel, with his foot on the brake and the vehicle still in drive.

Officers observed signs consistent with drug impairment and located drug paraphernalia and suspected drug residue inside the vehicle. The driver was arrested and taken to Windsor Police headquarters, where he failed a drug recognition evaluation.

Jonathon Harold Bain-Kennedy, 32, has been charged with:  

•    Impaired operation of a conveyance (drugs)  

•    Dangerous driving  

•    Driving while suspended  

•    Operating a motor vehicle without insurance  

•    Using a plate not authorized for the vehicle
