Man charged with historic sexual assaults involving children
The Windsor Police Service has charged a 53-year-old man in connection with historical sexual assaults involving two children, and investigators believe there may be additional victims.
In July 2026, members of the Windsor Police Service Child Abuse and Sexual Assault Unit (CASA) launched an investigation after receiving information related to historical sexual offences involving children. Investigators determined that the alleged offences involved unwanted touching and occurred on multiple occasions between 2019 and 2023. One of the children was also reportedly threatened in an effort to prevent disclosure.
On July 24, officers located and arrested Raymond Edward Hebert, 53, at a residence in the city’s east end. He has been charged with:
- Sexual assault (x 2)
- Sexual interference (x 2)
- Invitation to sexual touching
- Uttering threats
- Assault
To protect the identity of the victims, no further details will be released at this time.
