Driver arrested for drug impairment
The Windsor Police Service has arrested a 47-year-old man for impaired driving after he was found unresponsive behind the wheel of a vehicle.
Shortly after 7 a.m. on April 30, 2026, officers were dispatched to the 1400 block of Lincoln Road after receiving a report of a driver passed out in a vehicle in the roadway. Officers learned that the vehicle had been seen slowing down and stopping in the middle of the street, with the driver appearing asleep behind the wheel.
When officers arrived, they located the man still unresponsive in the driver’s seat. A quantity of suspected fentanyl was observed in the suspect’s lap and a lighter in his hand. The suspect regained consciousness and was arrested at the scene without incident.
During a subsequent search, officers located two additional bags of suspected drugs on the suspect.
James Mitchell Kay, 47, has been charged with:
- Impaired operation of a conveyance (drugs)
- Possession of a Schedule I substance
- Driving without a licence
