Motorist faces impaired, dangerous driving charges after hit-and-run 

The Windsor Police Service has charged a 30-year-old man with impaired and dangerous driving following a hit-and-run collision that seriously injured a cyclist. 

Shortly after 1 a.m. on February 20, 2026, officers responded to a motor vehicle collision in the 2800 block of Howard Avenue. Through investigation, officers learned that a vehicle travelling northbound at a high rate of speed struck a bicyclist. The driver failed to remain at the scene and fled prior to police arrival. 

The victim was transported to hospital with non-life-threatening injuries.

Officers later located the suspect vehicle on Edinborough Street. The vehicle had a smashed front windshield and damage to the front grille. When interacting with the driver, officers observed signs of alcohol impairment, including a strong smell of alcohol on his breath, slurred speech, and difficulty maintaining his balance. The suspect was arrested and taken to Windsor Police headquarters, where he failed a breath test.  

Pal Singh Atinder, 30, has been charged with:

• Dangerous operation causing bodily harm

• Failure to stop after accident resulting in bodily harm

• Operation while impaired causing bodily harm

• Operation while impaired

• Leaving an accident scene resulting in bodily harm
