Two suspects arrested after multiple break-ins

The Windsor Police Service has arrested two suspects in connection with a series of commercial break-and-enters.

Shortly after 12:30 a.m. on January 20, 2026, a man and woman, both wearing face masks, attempted to break into a business in the 90 block of Park Street using vice grips. After failing to manipulate the door’s locking mechanism, the suspects left the area. They returned twice – shortly before 3:30 a.m. and again after 6 a.m. – entering with bags and leaving within minutes, stealing more than $4,000 in merchandise.

At approximately 6 a.m. on January 24, 2026, the same male suspect, again wearing a face mask, used a pry bar to force entry into a business in the 1300 block of Ouellette Avenue. He stole a cash box containing approximately $150 before fleeing the scene.

The next day, shortly before 8 a.m., the same male suspect broke into a business in the 300 block of Riverside Drive West. The suspect, again wearing a face mask, stole a cash box containing approximately $700 in cash.

Through investigation, the Windsor Police Target Base Unit identified both suspects. 

On January 28, officers located and arrested the male suspect in the 300 block of Church Street. The female suspect was located and arrested in the same area the following morning.

Robert Lyle Rockwood, 54, has been charged with the following offences:

•              Break-and-enter (x4)

•              Wearing a disguise to commit an offence (x3)

•              Possession of a break-in instrument (x2)

Shaylagh Morand, 39, has been charged with the following offences:

•              Break-and-enter (x2)

•              Wearing a disguise to commit an offence
