32 arrested in retail crime initiative
The Windsor Police Service arrested 32 people during a four-day retail crime initiative.
Between December 3 and 6, 2025, the Windsor Police Problem-Oriented Policing (POP) Unit partnered with 15 local retailers in a coordinated effort to prevent and deter shoplifting and related offences. During the initiative, officers arrested a total of 32 individuals (including four youth), laid 33 criminal charges, and recovered $2,724 in stolen property.
Charges laid include:
19 counts of theft under $5,000
4 counts of engaging in prohibited activity on the premises
3 counts of failure to comply with a release order
1 count each for fraud under $5,000, mischief, and breach of probation
In addition to the criminal charges, four youths were diverted through the youth diversion program, and nine trespass notices were issued.
“Retail theft has a significant impact on local businesses, staff, and our community,” said Staff Sergeant Brian Caffarena. “This initiative demonstrates our commitment to working closely with our retail partners to deter crime and hold offenders accountable.”
